A TEMPORARY METER IS ISSUED ONLY TO THE PROPERTY OWNER OR OWNER’S AUTHORIZED AGENT. PROPERTY OWNER AGREES TO BE LIABLE FOR PAYMENT FOR ALL WATER USED. 2. TEMPORARY SERVICE IS ALLOWED FOR 365 DAYS MAXIMUM. RENEWAL IS ALLOWED ONLY WHEN REQUESTED IN WRITING AND PRIOR TO THE EXPIRATION DATE. FAILURE TO COMPLY WITH THE RENEWAL PROCEDURE WILL RESULT IN TERMINATION OF THE AGREEMENT AND REMOVAL OF THE TEMPORARY METER. Code Of Ordinances - Section 31 3. 365 DAY USE: A TEMPORARY METER MAY ONLY BE USED FOR UP TO 365 DAYS FOR FILLING OF WATER TRUCKS AND DROP TANKS AND GENERAL CONSTRUCTION REQUIREMENTS, SUCH AS BACKFILL AND COMPACTION, GUNITING AND STUCCOING, AND BLOCK WALL BUILDING. A WATER TRUCK IS DEFINED AS A TRUCK THAT HOLDS WATER ONLY, NO OTHER CHEMICAL MAY BE PRESENT OR A REDUCED PRESSURE BACKFLOW PREVENTION DEVICE IS REQUIRED. CONSTRUCTION TRAILERS REQUIRE A REDUCED PRESSURE BACKFLOW PREVENTION DEVICE. Code Of Ordinances - Section 31 4. 180 DAY USE: A TEMPORARY METER MAY ONLY BE USED FOR 180 DAYS FOR THE ESTABLISHMENT OF VEGETATION ON SLOPES OR OTHER PLANTED AREAS. A REDUCED PRESSURE BACKFLOW PREVENTION DEVICE IS REQUIRED. Code Of Ordinances - Section 31 5. 60 DAY USE: TEMPORARY METER MAY ONLY BE USED FOR 60 DAYS FOR FILLING, FLUSHING, HYDROTESTING, AND THE INITIAL OPERATIONAL COVERAGE TESTING OF RECLAIMED WATER IRRIGATION SYSTEMS. A REDUCED PRESSURE BACKFLOW PREVENTION DEVICE IS REQUIRED. Code Of Ordinances - Section 31 ______ 6. DROP TANKS, A REDUCED PRESSURE BACKFLOW PREVENTION DEVICE IS NOT REQUIRED PROVIDED INITIALS THE DROP TANK IS FABRICATED WITH A SUPPLY PIPE THAT MAINTAINS AN AIR GAP SEPARATION (A PHYSICAL BREAK BETWEEN THE SUPPLY LINE AND A RECEIVING VESSEL). THE AIR GAP SHALL BE AT LEAST DOUBLE THE DIAMETER OF THE SUPPLY PIPE MEASURED VERTICALLY FROM THE FLOOD RIM OF THE RECEIVING VESSEL TO THE END OF SUPPLY PIPE FLOW LINE ELEVATION. THE AIR GAP SHALL BE VISABLE AND UNALTERED. ______ 7. THE TEMPORARY WATER METER BILLING ACCOUNT WILL BE APPLIED BILLING RATES AND CHARGES FOR INITIALS 4” OR GREATER AS FOLLOWS: MONTHLY MWD & CWA FIXED SYSTEM CHARGES, ENERGY CHARGES FOR PUMPING WATER, POTABLE TEMPORARY AND CONSTRUCTION WATER RATES OR RECYCLED TEMPORARY AND CONSTRUCTION WATER RATES, TEMPORARY METER INSTALL & REMOVAL FEES, TEMPORARY METER MOVE FEE. Code Of Ordinances - Section(s): 25, 31, Appendix A ______ 8. CUSTOMER IS RESPONSIBLE FOR ALL LOSS OR DAMAGE TO OTAY WATER DISTRICT (DISTRICT) METERS, FIRE INITIALS HYDRANTS OR FITTINGS USED FOR TEMPORARY WATER SERVICE. Code Of Ordinances - Section 22 ______ 9. CUSTOMER AGREES THAT IF IT, ITS EMPLOYEES, AGENTS, OR ANY INDEPENDENT CONTRACTORS OR INITIALS SUBCONTRACTORS SHOULD MAKE AN UNAUTHORIZED CONNECTION TO THE DISTRICT WATER SYSTEM, CUSTOMER IS SUBJECT TO THE FINES SET FORTH IN SECTION 72 OF THE DISTRICT’S CODE OF ORDINANCES INCLUDING, BUT NOT LIMITED TO, SECTION 72.03, “CERTAIN SPECIFIC OPERATIONAL VIOLATIONS”. CUSTOMER ACKNOWLEDGES AND AGREES THAT PAYMENT OF FINES MAY BE DEDUCTED FROM ANY DEPOSIT CUSTOMER HAS WITH THE DISTRICT. Code Of Ordinances - Section 72 ______10. NO PERSON, OTHER THAN AN EMPLOYEE OR AGENT OF THE DISTRICT, SHALL HAVE ANY RIGHT TO INITIALS OPERATE ANY PART OF A DISTRICT WATER DISTRIBUTION SYTEM. ANY PERSON WHO TAMPERS OR INTERFERES WITH ANY PART OR COMPONENT OF SAID SYSTEM, OR CAUSES OR PERMITS ANY ACT OF TAMPERING OR INTERFERING WITH THE SYSTEM, SHALL BE LIABLE FOR ANY INJURY OR DAMAGE CAUSED THEREBY OR RESULTING THEREFROM. IN ADDITION, THE FINES SET FORTH IN SECTION 72 OF THE DISTRICT’S CODE OF ORDINANCES INCLUDING, BUT NOT LIMITED TO, SECTION 72.03, “CERTAIN SPECIFIC OPERATIONAL VIOLATIONS”, WILL BE IMPOSED ON ANY PERSON OR COMPANY WHO OPERATES ANY PART OF THE DISTRICT WATER SYSTEM WITHOUT PROPER AUTHORIZATION. Code Of Ordinances - Section 72 11. To request the Temporary meter removal or temporary meter move – Please submit a request to the Meter Maintenance / Cross Connection Dept. The request form is located on the District’s website http://otaywater.gov/engineering-services/public-services/ and open the document titled Remove / Move Temporary Water Meter Request Form or by calling (619) 670-2241.
