President Croucher called the meeting to order at 12:00 p.m. 2. ROLL CALL Directors Present: Croucher, Gastelum, Robak, Smith and Thompson Staff Present: General Manager Jose Martinez, General Counsel Dan Shinoff, General Counsel Jeanne Blumenfeld, Chief Financial Officer Joe Beachem, Chief of Operations Pedro Porras, Chief of Engineering Rod Posada, Chief of Administration and Information Technology Adolfo Segura, Asst. Chief of Finance Kevin Koeppen, Asst. Chief of Engineering, Dan Martin, District Secretary Susan Cruz and others per attached list. 3. PLEDGE OF ALLEGIANCE 4. PUBLIC PARTICIPATION – OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO SPEAK TO THE BOARD ON ANY SUBJECT MATTER WITHIN THE BOARD'S JURISDICTION BUT NOT AN ITEM ON TODAY'S AGENDA No one wished to be heard. 5. DISCUSS OTAY WATER DISTRICT’S CORONAVIRUS (COVID-19) RESPONSE General Manager Jose Martinez reported that there are no issues with the District’s water supply and provided additional status updates to the board. He proposed that special board meetings be held once a week on Wednesday, to discuss matters related to the COVID-19 Emergency. A motion was made by Director Thompson, seconded by President Croucher and carried with the following vote: Ayes: Directors Croucher, Gastelum, Robak, Smith and Thompson Noes: None Abstain: None Absent: None to schedule special board meetings weekly on Wednesday at 12:00 p.m., except for the Wednesday when regular board meetings are held, to discuss Otay Water District’s Coronavirus (COVID-19) response. 2 6. RATIFY THE GENERAL MANAGER’S DECISION TO TEMPORARILY SUSPEND DISCONNECTION OF WATER SERVICE AND LATE PAYMENT CHARGES ON CUSTOMER ACCOUNTS Customer Service Manager Andrea Carey provided the staff report to the board and stated that the District’s decision to suspend disconnection and late penalty charges is in line with other San Diego County water agencies. In response to a question from Director Smith, Legal Counsel Jeanne Blumenfeld stated that when the District is ready to reinstate penalty fees and procedures, it would be consistent for the General Manager to bring this action to the board for ratification. Staff responded to comments and questions from the board. A motion was made by President Croucher, seconded by Director Thompson and carried with the following vote: Ayes: Directors Croucher, Gastelum, Robak, Smith and Thompson Noes: None Abstain: None Absent: None to ratify the General Manager’s decision to temporarily suspend disconnection of water service and late payment charges on customer accounts. 7.
