The new web site is more user-friendly and makes access to the District’s services and programs more informative and interactive. It also includes tutorial videos on topics such as how to read your water meter, how to use your meter to check for water leaks and how to read your water bill. Customers can also easily access details on their current water use, water use history and an array of online services such as online bill pay and paperless billing via the new web site. In addition to this important information, customers can monitor the progress of the District’s capital improvement projects and follow the District on Facebook and Twitter. I’m often contacted by garden owners who googled “drought tolerant plants” and found lists from places like Albuquerque, New Mexico; Burlington, Vermont; Raleigh, North Carolina, and Providence, Rhode Island. “Will their drought tolerant plants work in my garden?” they ask. It’s an appropriate, but confusing question. To answer their question, I first compare growing conditions in those regions to ours. In particular, I compare the amount of annual precipitation (rainfall + snowfall) and the timing of precipitation between our regions. How much precipitation? Most people know that San Diego doesn’t get much rain, but how much is “not much”? Our county’s official precipitation rate is a little less than 10 inches each year. Albuquerque’s precipitation is essentially the same as ours. Burlington, however, has an annual precipitation rate of 35 inches, Raleigh’s annual precipitation is 41 inches, and Providence gets 46.5 inches, four and a half times more than San Diego! It’s easy to imagine that drought tolerant plants in those wetter climates won’t survive on our measly rainfall. But what about drought tolerant plants in Albuquerque? Since our precipitation rates are so similar, will those plants work here? The answer is: maybe. when is the precipitation? Lets compare the timing of our precipitation. San Diego’s rains start in November and go through March (this year, maybe into late April). Our summers, on the other hand, are long, hot, and dry; the toughest time of year for San Diego plants. Albuquerque, on the other hand, has nearly the opposite rainfall pattern. Their rains peak in the hot months of June through October. Winter brings some precipitation in the form of snow, but the most of their precipitation is in summer. In other words, plants in Albuquerque get the most water when they are the most heat-stressed. A plant that is drought tolerant under those conditions may well succumb to our dry summer heat. So, what is a San Diego gardener to do? Grow plants native to Southern California. After that, look for plants from other parts of California, west of the Sierra Nevadas. We also do well with plants from other areas of the world with similar precipitation rates and similar rainfall patterns. This is the classic Mediterranean climate pattern characteristic of five regions of the world: the region surrounding the Mediterranean Sea, California west of the Sierra’s, the southern tip of South Africa, southern and western Australia, and the west coast of Chile. So, when you encounter a plant you don’t know, find out where it comes from. If it’s a Mediterranean climate plant, chances are it will be drought tolerant in your garden. If it’s from another arid region, it may or may not work, but go ahead and try it. Often, the best gardening lessons come from trial and error, even if that means you push the boundaries a bit. calavo gardens Sewer Rehabilitation Project breaks ground Otay Water District has begun replacing sewage pipes in the Calavo Gardens community of Rancho San Diego. As part of its comprehensive sewer management program, the District utilized a video camera system to inspect the community’s underground sewer network. This system identified areas where sags in the pipeline could lead to an accumulation of heavy debris, which is usually the culprit for pipeline blockages and spills. Sections of the following streets will receive the pipeline upgrades: Avocado Boulevard, Louisa Drive, Calavo Drive and Challenge Boulevard. The $3.1 million sewer line rehabilitation project will take approximately 15 months to complete. Projects like the Calavo Gardens sewer rehabilitation ensure the continued reliability of the public sewer system, prevent costly sewer line breaks and spills, and keep operational and maintenance costs low. otay water District adopts new Division Boundariesredistricting ensures equal representation within otay’s Service area Otay Water District recently adopted new division boundaries for its board of directors. The action followed a significant increase and shift in population as reported by the 2010 U.S. Census. The Census revealed that the District’s population increased by more than 37,000 people between 2000 and 2010, a 21 percent increase. The Census also suggested that much of this growth took place in just three of the District’s five divisions, causing an imbalance in population of the remaining two divisions. The redrawn boundaries ensure equal representation is maintained throughout the District. The new division map is filed with the San Diego County Registrar of Voters as part of the decennial redistricting for federal, state, county, municipal, educational and special districts. Maps of the new division boundaries are on the District’s web site at www.otaywater.gov/board of directors. Save water and money!
