TANK TRUCK TEMPORARY WATER METER
USES AND PROCEDURES
A STANDARD SIZE TANK TRUCK TEMPORARY METER IS ISSUED ONLY TO PROPERTY OWNER OR OWNER’S
AUTHORIZED AGENT. PROPERTY OWNER AGREES TO BE LIABLE FOR PAYMENT FOR ALL WATER USED.
1. TEMPORARY SERVICE IS ALLOWED FOR 365 DAYS MAXIMUM. RENEWAL IS ALLOWED ONLY WHEN REQUESTED IN
WRITING PRIOR TO THE EXPIRATION DATE. FAILURE TO COMPLY WITH THE RENEWAL PROCEDURE WILL RESULT
IN TERMINATION OF THE AGREEMENT AND REMOVAL OF THE METER.

2. A TEMPORARY TANK TRUCK METER IS DEFINED AS, “WATER SERVICE PROVIDED FOR THE FILLING OF TANKS ON
MOTOR VEHICLES TRANSPORTING WATER USED FOR OTHER THAN EARTH GRADING PURPOSES, WHICH SERVICE
SHALL BE MADE ONLY THROUGH A PORTABLE METER ISSUED BY THE DISTRICT TO A CUSTOMER SPECIFICALLY
FOR USE IN ACCORDANCE WITH THE PROVISIONS HEREIN FOR SUCH SERVICE.” A WATER TRUCK IS DEFINED AS A
TRUCK THAT HOLDS WATER ONLY, NO OTHER CHEMICAL MAY BE PRESENT OR A REDUCED PRESSURE BACKFLOW
PREVENTION DEVICE IS REQUIRED. Code of Ordinances – Section 25
______ 3. THE TEMPORARY WATER METER BILLING ACCOUNT WILL BE APPLIED BILLING RATES AND CHARGES
INITIALS 4” OR GREATER AS FOLLOWS:
MONTHLY MWD & CWA FIXED SYSTEM CHARGES, ENERGY CHARGES FOR PUMPING WATER, POTABLE
TEMPORARY AND CONSTRUCTION WATER RATES.

______ 4. CUSTOMER AGREES TO CALL METER MAINTENANCE/CROSS CONNECTION DEPT AT (619) 670-2788 ONCE A
INITIALS MONTH WITH A READING OF THE WATER METER FOR APPROPRIATE BILLING.
______ 5. CUSTOMER IS RESPONSIBLE FOR ALL LOSS OR DAMAGE TO OTAY WATER DISTRICT’S (DISTRICT) METERS,
INITIALS FIRE HYDRANTS OR FITTINGS USED FOR TEMPORARY WATER SERVICE. Code of Ordinances - Section 22
______ 6. CUSTOMER AGREES THAT ONLY A SPANNER WRENCH SHALL BE USED TO OPERATE THE FIRE HYDRANT
INITIALS OUTLET VALVES.
______ 7. CUSTOMER AGREES TO OPEN AND CLOSE A FIRE HYDRANT OUTLET VALVE SLOWLY, AS NOT TO CREATE
INITIALS A WATERHAMMER.
______ 8. CUSTOMER AGREES TO RETURN THE TANK TRUCK TEMPORARY METER EVERY 6 MONTHS FOR INSPECTION,
INITIALS REPAIR, OR CALIBRATION AS DEEMED NECESSARY BY THE DISTRICT. Code of Ordinances – Section 25
______ 9. THE TANK TRUCK TEMPORARY METER IS APPROVED FOR WITHIN DISTRICT BOUNDARIES ONLY. DISTRICT
INITIALS BOUNDARY MAP IS ATTACHED TO THIS FORM.
______ 10. CUSTOMER AGREES THAT IF IT, ITS EMPLOYEES, AGENTS, OR ANY INDEPENDENT CONTRACTORS OR
INITIALS SUBCONTRACTORS SHOULD MAKE AN UNAUTHORIZED CONNECTION TO THE DISTRICT’S WATER SYSTEM,
CUSTOMER IS SUBJECT TO THE FINES SET FORTH IN SECTION 72 OF THE DISTRICT’S CODE OF ORDINANCES
INCLUDING, BUT NOT LIMITED TO, SECTION 72.03, “CERTAIN SPECIFIC OPERATIONAL VIOLATIONS”.
CUSTOMER ACKNOWLEDGES AND AGREES THAT PAYMENT OF FINES MAY BE DEDUCTED FROM ANY
DEPOSIT CUSTOMER HAS WITH THE DISTRICT. Code of Ordinances - Section 72
______ 11. NO PERSON, OTHER THAN AN EMPLOYEE OR AGENT OF THE DISTRICT, SHALL HAVE ANY RIGHT TO
INITIALS OPERATE ANY PART OF A DISTRICT WATER DISTRIBUTION SYTEM. ANY PERSON WHO TAMPERS OR
INTERFERES WITH ANY PART OR COMPONENT OF SAID SYSTEM, OR CAUSES OR PERMITS ANY ACT OF
TAMPERING OR INTERFERING WITH THE SYSTEM, SHALL BE LIABLE FOR ANY INJURY OR DAMAGE CAUSED
THEREBY OR RESULTING THEREFROM. IN ADDITION, THE FINES SET FORTH IN SECTION 72 OF THE
DISTRICT’S CODE OF ORDINANCES INCLUDING, BUT NOT LIMITED TO, SECTION 72.03, “CERTAIN SPECIFIC
OPERATIONAL VIOLATIONS”, WILL BE IMPOSED ON ANY PERSON OR COMPANY WHO OPERATES ANY PART
OF THE DISTRICT WATER SYSTEM WITHOUT PROPER AUTHORIZATION.

_______12. CUSTOMER AGREES TO DELIVER THE TANK TRUCK TEMPORARY METER TO THE METER MAINTENANCE/
INITIALS CROSS CONNECTION DEPT. WHEN METER IS NO LONGER REQUIRED OR REQUESTED BY THE DISTRICT.
