PURPOSE: The year,2006,marks the 50th anniversary of the Otay Water District (OWD).The 50th anniversary affords the opportunity to reflect on the past,celebrate the district's accomplishments and highlight plans to provide services for the future. In recognition of the district's history,the 50th anniversary is envisioned to be a year of outreach.By celebrating this historic milestone throughout the year,the 50th anniversary provides an ongoing opportunity to raise visibility and awareness of the services and programs the district provides. During this celebratory year,the OWD will host events such a Chamber of Commerce mixer and a community open house to highlight the importance of the relationship it has established with its customers,partners,and stakeholders. BACKGROUND: The 50th Anniversary Public Relations and Event Planning document provides an outline of actions the district plans to raise visibility,awareness and support for the district and its services. In August,an internal 50th Anniversary Steering Committee was brought together to brainstorm and plan for the golden anniversary.The committee is comprised of employees representing departments throughout the district.The Steering Committee meets,as availability allows,to share ideas and plan activities,and will continue to meet on an as-needed basis throughout the anniversary year. The Steering Committee worked with Marston+Marston Inc.to develop a 50th Anniversary logo for widespread general use on items such as letterhead,publications,banners,shirts,pins, the Web site,and on developing concepts now included in the plan itself. Staff is currently working with Marston+Marston to finalize a design for water bottle labels,price and order labels for vehicles,re-Iaunch planning efforts for the Chamber mixer and coordinating activities necessary for hosting a Community Open House. Timeline of Activities August Present:Volunteer Steering Committee meets.Begin developing a 2006 commemorative logo. December 2005:OWD staff votes to select a 2006 commemorative logo.Staff begin ordering commemorative items with 50th Anniversary logo. January 4th ,2006:Unveiling of 50th Anniversary commemorative logo.Issued press release and featured story in customer newsletter. January 18th ,2006:50th Anniversary Committee meets and agrees to an employee reception on January 26th with a 50th Anniversary Group Photo. January 26th,2006:Group photo and reception takes place. January 27 th ,2006:Official 50th Anniversary -Press Release. February 2nd,2006:Annual Employee Recogni t ion Luncheon wi th 50th Anniversary as a theme. May 18th ,2006:Chamber Mixer -The date of the Chamber mixer was moved several times from January,to March,and now May. In January,the pump station was not ready for the event. Staff worked with the Chula Vista Chamber to move the date to March 18th .Unfortunately,the March date was later found to pose conflicts.Staff,working with the Chula Vista Chamber, was able to trade the date with another business in Chula Vista to the May date. June 17th,2006 (tentative):Community Day/Open House -To include a 1950s theme,with concepts including a vintage car show,tours and music.To make this truly a community event, other organizations will be invited to attend and host a booth including local elected officials such as Supervisors Jacob and Cox,the City of Chula Vista,and organizations such as the County Sheriff,County Parks and Recreation,San Miguel Consolidated Fire Protection District,Grossmont Health Care District,CWA,MWD,CalTrans,the CHP,Helix Water District, community planning groups,and the Blood Bank Other General Activities •Development of 50th Anniversary Commemorative Report •Historic Photo Display for the Lobby/Website •Post a display at the Del Mar Fair. FISCAL IMPACT: Staff budgeted $15,000 for 50th Anniversary related activities including such items as catering of events,equipment rentals, signage,historic displays or commemorative reports,and for purchasing such items as lapel pins,vehicle stickers, signage,banners,letterhead,envelopes,and other commemorative items.This is budgeted in the General Manager's Outside Services and Business Meetings accounts. Attached A-50th Anniversary Event Planning Document Otay Water District 50th Anniversary Event Planning Document 1956-2006 "Celebrating 50 years of Quality Water" Overview:The year 2006 will mark the 50th anniversary ofthe aWD.Since its inception the district has grown rapidly to now serve a urbanized area ofmore than 186,000 people.The SOd,anniversary affords the opportunity to reflect on the past,celebrate the district's accomplishments and plan for the future. By celebrating this historic milestone throughout the year,the 50th anniversary will provide the means to raise visibility and awareness of the services and programs the district provides.In recognition of its history of community service and productive partnerships,the 50th anniversary will be a year of outreach.The aWD will host an open house,joint chamber mixer and possibly other public events to highlight the importance of the service it provides its customers and partners. The following 50th Anniversary public relations and event plan will provide an outline to raise visibility,awareness and support for the aWD and consequently,the services and programs aWD provides to its customers and the community.While the aWD looks back and celebrates its history and many achievements,we also look forward to an exciting future. Objectives: • • • Plan and coordinate 50th anniversary events and materials designed to create and maintain a positive image ofthe aWD's history,while highlighting the district's current operations and programs. Develop and utilize a variety of communications tools to publicize the aWD's history including a commemorative booklet highlighting accomplishments,bill inserts,feature stories in the district's newsletter,news releases,brochures and at community events. Coordinate and prepare materials used for informing the public and customers ofthe aWD's anniversary plans,activities and programs. Logo Otay employees are now in the process ofselecting a 50th Anniversary logo for widespread general use on letterhead,publications,banners,tee-shirts,pins,and the OWD website. Strategy Media and community activities surrounding the anniversary will raise awareness and educate selected audiences about the OWD's history and the services it provides to the community. Communications activities will be divided into two categories -general activities and possible activities. General Activities Joint Chamber Mixer The OWD is a member ofseveral chambers throughout its service area.The chambers act as natural outlets to distribute news and information to the business community.The 50th Anniversary will start with a kick-off celebration at the 980-2 pump station on May 18th•All the chambers the OWD has an affiliation with will be invited to participate in this mixer.The OWD staff will conduct tours and the event will feature a short program. Annual Employee Recognition The Annual Employee Recognition Luncheon will be held on February 2nd with 50th Anniversary as a central theme. Website A 50th Anniversary section will be created on the OWD website.The 50th Anniversary section will allow people to get information regarding upcoming events and activities.The section will alsofeature a timeline highlighting key dates and milestones throughout the OWD's history. Community Day OWD will host a community day at the district's headquarters.Invited guest will include including OWD customers,dignitaries,community partners and OWD employees.The community day will feature tours,displays and other fun,family oriented activities. Media Outreach Secure print stories by pitching major publications and relevant newspapers for major features on OWD's 50th anniversary.The OWD will develop feature story angels throughout the year.Targeted publications will include: •San Diego Union-Tribune •San Diego Daily Transcript •San Diego Business]ournal •Chula Vista Star News •La Prensa or other Spanish Language Weekly Newspapers •Various Water Industry Trade Publications An editorial calendar will be developed to identify opportunities for feature stories and/or ad placement to further accomplish public outreach goals and awareness. Pipeline Newsletter The Pipeline newsletter will include information on upcoming district events and stories highlighting the 50th anniversary theme. Possible Activities Commemorative Booklet Create a booklet recounting the first 50 years of the district.With photographs and plenty ofhighlights from the district's history,this booklet is intended to help preserve the district's past as it looks toward the future. Video Create a short historic video in-house to commemorate the 50th anniversary. Historical Photo Display Produce a historical photo display in the OWD lobby.Display will be created with the ability to become mobile and may be displayed at various libraries,schools or public events throughout the year. Speakers Bureau Opportunities will be identified for Otay Water District Senior staff to conduct speaking engagements to promote the history and future goals ofthe district. PURPOSE: To solicit input of the Communications Committee regarding the Otay Water District 2006 Publications and Message Calendar. BACKGROUND: The Otay Water District produces more than half a million printed documents each year targeted at informing customers and other stakeholders about district programs,services,or actions.These items include quarterly newsletters,bill inserts,the annual Consumer Confidence Report,and various brochures.To assist with budgeting,scheduling,establishing deadlines,material delivery,as well as issuing the appropriate messages at the right time of year,staff has developed and annually updates the Otay Water District Publications/Message Calendar. The Message Calendar notes the month of the year the district will send out the quarterly newsletter or include a bill insert with the customer's bill.The message portion of the calendar lists the general topics that will be covered in the newsletter.For bill inserts,the calendar indicates what topic will be addressed in the insert,and the department that will work with the Communications Officer to produce the insert. The district produces four newsletters per year,up to eight bill inserts,and the Annual Consumer Confidence Report.The Consumer Confidence.is mailed separately to each of the district's more than 48,000 customers.Moreover,the district also produces an Annual Report,a Comprehensive Annual Financial Report (CAFR),and new brochures and updates to brouchures such as the "Welcome to the DistrictH brochure. FISCAL IMPACT: Printing costs for newsletters,bill inserts,brochures and the Consumer Confidence Report are budgeted at approximately $40,000 annually based on current specifications (size,paper weight,limited number of colors used).Graphic Design costs are included with the Marston+Marston Inc.contract.Postage for the Consumer Confidence Report (approximately $6,800 annually)is based on current specifications.This will increase due to higher postage rates. PURPOSE: To solicit input of the Communications Committee on the Otay Water District Community and Government Outreach Plan. BACKGROUND: The Otay Water District takes a variety of actions to effectively communicate with its stakeholders.District stakeholders include its residential and business customers, community leaders,elected officials,service and community organizations,planning groups,water agencies,other branches of government as well as the media. In 2005,the Board of Directors adopted a new Strategic Plan with updated goals and objectives.These range from the efficient delivery of services to maintaining and enhancing positive public perception.Integral to the success of every goal is effective communication,whether it is from employee to employee,from employee to customer,or from the agency to members of the media. The Community and Government Outreach Plan outlines the various actions,strategies and tactics District staff will take as they work to achieve the goals of the Strategic Plan. Actions to communicate with stakeholders are taken not only by the District's Communications Office and Marston+Marston Inc., but involve staff in all of the District's departments throughout the organization.For this reason,the plan reflects actions taken throughout the organization to provide effective communications with stakeholders. The implementation of these tactics directly and indirectly communicates important facts to the District's stakeholders. These facts reinforce the public's positive perception that the District is working in the customer's best interest by effectively providing quality of water,wastewater,and recycled water services,while also planning for the region's future. FISCAL IMPACT: Development of the Communinity and Government Outreach Plan itself has no fiscal impact itself.Implementation of each element of the plan has not yet been determined.
