5. ADOPT RESOLUTION NO. 4195, APPROVING THE FISCAL YEAR 2012-2013
OPERATING AND CAPITAL BUDGET; APPROVE FUND TRANSFERS FOR
POTABLE, RECYCLED, AND SEWER; APPROVE WATER AND SEWER RATE CHANGES ON ALL BILLING CYCLES THAT BEGIN IN CALENDAR YEAR 2013;
ADOPT ORDINANCE NO. 533 AMENDING APPENDIX A OF THE CODE OF OR-
DINANCES WITH THE PROPOSED WATER AND SEWER RATE CHANGES;
AND OBTAIN APPROVAL OF THE RATE INCREASE NOTICES (BEACHEM)
