MINUTES OF THE
SPECIAL BOARD MEETING OF THE
BOARD OF DIRECTORS
OTAY WATER DISTRICT
September 8, 2025
1. President Smith called the meeting to order at 9:13 a.m.
2. ROLL CALL
Directors Present: Gonzalez (Arrived at 9:15 a.m.), Lopez, Rivera, and Robak
Directors Absent: None
Staff Present: General Manager Jose Martinez, General Counsel Dan
Shinoff, Chief of Administration Adolfo Segura, Chief
Financial Officer Joe Beachem, Chief of Engineering Michael
Long, Chief of Operations Andrew Jackson, Water Systems
Supervisor Marciano Santos, Public Services Manager Kevin
Cameron, Communications Officer Tenille Otero,
Communications Assistant Eileen Salmeron, and District
Secretary Tita Ramos-Krogman.

4. APPROVAL OF THE AGENDA
A motion was made by President Lopez, seconded by Director Rivera and carried
with the following vote:
Ayes: Directors Lopez, Rivera, and Robak
Noes: None
Abstain: None
Absent: Directors Croucher and Gonzalez
to approve the agenda.
5. PUBLIC PARTICIPATION – OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO
SPEAK TO THE BOARD ON ANY SUBJECT MATTER WITHIN THE BOARD'S
JURISDICTION BUT NOT AN ITEM ON TODAY'S AGENDA
No one wished to be heard.
TOUR
6. TOUR OF THE OTAY WATER DISTRICT’S 870-2 RESERVOIR SITE
The Board and staff left the boardroom at 9:25 a.m. to tour the 870-2 Reservoir Site.

Public Service Manager Kevin Cameron and Water Systems Supervisor Marciano
Santos provided a tour of the district’s new construction at the 870-2 Reservoir Site.
During the tour, Mr. Cameron and Mr. Santos responded to comments and
questions from the board.
7. ADJOURNMENT
Board members and staff returned to the district’s boardroom at 11:55 a.m. Board
members thanked staff for their time to provide the tour. With no further business to
come before the Board, President Lopez adjourned the meeting at 11:55 a.m.
